What Is a LEW (Licensed Electrical Worker)?
An electrician who has met the EMA licensing requirements, holds a valid practising certificate and is authorised to:
- Test and commissionFixed-wiring electrical installations.
- Endorse work as compliantWith Singapore Standard CP5 and the Electricity Act.
- Issue a Certificate of ComplianceThe CoC for the work done.
- Sign off regulated workDB changes, new circuits, RCCB / RCBO additions and full or partial rewiring.
Why it matters: without a LEW endorsement, fixed-wiring work has no legal standing. Your insurer may not cover it, your HDB resale handover will not pass and your MCST will not approve the renovation.

LEW Endorsement & Certificate of Compliance
The CoC proves your electrical work was done properly. It records the LEW's name, licence number and grade, the scope of work, the test results (insulation resistance, earth continuity, polarity, RCD trip time), the address and the date.

A health check for your wiring
Periodic Electrical Inspection (PEI)
A full top-to-bottom check of your installation by a LEW. What we test:
- Visual inspection of the DB box, MCBs, RCCBs, RCBOs and the main incoming supply.
- Insulation resistance on every circuit, catching degrading insulation before it becomes a short.
- Earth continuity on every accessible earth point; broken earths are a leading cause of shock.
- Earth loop impedance, so the protective device trips fast enough in a fault.
- RCD trip time at 30mA, 100mA or 300mA as appropriate.

When you do not need a full PEI but need one specific question answered.

Pre-Renovation & Handover Inspection
The two most common “before” inspections in Singapore.
Pre-renovation inspection
Tells you and your ID the baseline condition before any work starts: what must be upgraded in the renovation and what can stay. Especially important for:
- Older HDB flats with possibly degraded wiring
- Resale condos with unknown modifications
- Landed houses with decades-old wiring
It also gives you a baseline for any future insurance claim or handover dispute.
HDB resale handover inspection
The most common reason a resale handover is delayed: the bank, lawyer or HDB branch asks for a recent inspection and CoC. We provide:

What is the difference between a LEW and a regular electrician?
A regular electrician can do the work. A Licensed Electrical Worker (LEW) can do the work and sign it off as compliant with Singapore Standard CP5 and the Electricity Act. For any fixed-wiring work (new circuits, DB changes, RCCB additions, rewiring), the LEW endorsement and CoC are the legal standard.
How long does a Periodic Electrical Inspection take?
A typical HDB or condo PEI takes 2–3 hours on site, depending on the size of the installation and the number of circuits. A commercial premises with several DBs takes half a day to a full day. The written report is issued within 1–2 working days.
Do I need a PEI for HDB resale?
It is not strictly mandatory, but it is strongly recommended and often required by the buyer's bank, lawyer or HDB branch. A recent PEI with a clean report makes the resale faster and removes a common cause of delay or price negotiation.
How often should I get a PEI?
Residential: every 5 years for an HDB flat, every 5–7 years for a condo and every 7–10 years for a landed house (more often for older installations). Commercial: typically annually, or as your insurer or MCST requires. After a major electrical event: as soon as possible.
What happens if the PEI finds problems?
You get a written list of defects marked urgent (fix now), recommended (within 3–6 months) or monitor (re-check at the next PEI). Any remedial work is quoted separately in writing, and urgent items can usually be done the same week.
