What Is a LEW (Licensed Electrical Worker)?

A Licensed Electrical Worker is an electrician who has passed the EMA’s licensing requirements, has a valid practising certificate, and is authorised to:

Test and commission fixed-wiring electrical installations
Endorse work as compliant with Singapore Standard CP5 and the Electricity Act
Issue a Certificate of Compliance (CoC) for the work
Sign off on regulated electrical work, including DB changes, new circuits, RCCB / RCBO additions, and full or partial rewiring

LEWs come in different grades, depending on the type of work they are licensed to do:

Electrician (LEW Grade) — general installation and maintenance work in residential and light commercial

LEW Endorsement & Certificate of Compliance (CoC)

The CoC is the document that proves your electrical work was done properly. It includes:

The LEW’s details (name, licence number, grade)
The scope of work (what was done)
The test results (insulation resistance, earth continuity, polarity, RCD trip time, etc.)
The installation address
The date of endorsement

Periodic Electrical Inspection (PEI)

A Periodic Electrical Inspection is a full top-to-bottom check of your electrical installation, performed by a LEW. It is the equivalent of a “WOF” for your wiring.

What we check during a PEI:

Visual inspection of the DB box, MCBs, RCCBs, RCBOs, and the main incoming supply
Insulation resistance test on every circuit (catches degrading cable insulation before it becomes a short)
Earth continuity test on every accessible earth point (catches broken earths, a leading cause of electric shock)
Earth loop impedance test (verifies the protective device will trip fast enough in a fault)
RCD / RCCB / RCBO trip-time test at 30mA, 100mA, or 300mA as appropriate (verifies the safety switch actually trips in time)
Polarity check on every accessible socket and switch
Load measurement at the main incoming (identifies overloaded circuits before they trip)
Thermal imaging of the DB under load (catches loose connections that are not yet visible to the eye)

You receive a written report with every test result, photographs of any defects found, and a clear list of recommended actions (urgent / recommended / monitor).

When you need a PEI:

Commercial premises — typically annually or per the insurer’s requirement
HDB resale handover — strongly recommended (and often required by the buyer’s bank or lawyer)
Older HDB flat (20+ years) — at least once every 5 years, or before any major renovation
After a major electrical event — lightning strike, flooding, fire, or persistent unexplained trips
Before installing a high-load appliance (EV charger, 3-phase equipment, large aircon) — to confirm the existing installation can handle the new load

Electrical Testing (Insulation Resistance, Earth Loop, Thermography)

For more focused investigations — when you do not need a full PEI, but you need a specific test to confirm something — we offer:

Insulation resistance testing — the single best test for aging cable. Tells you whether the insulation is still doing its job.
Earth loop impedance testing — confirms the protective device will trip fast enough in a fault.
Thermography / thermal imaging — non-invasive scan of the DB and accessible connections under load. A loose lug shows up as a hot spot long before it becomes a burnt connection. We do this as part of a commercial maintenance visit or as a standalone diagnostic.

Pre-Renovation Inspection

If you are planning a renovation, a pre-renovation inspection tells you the baseline condition of the existing electrical installation before any work starts. It is especially important for:

Older HDB flats with potentially degraded wiring

Landed houses where the original wiring may be decades old

What is the difference between a LEW and a regular electrician?

A regular electrician can do the work. A Licensed Electrical Worker (LEW) can do the work and sign it off as compliant with Singapore Standard CP5 and the Electricity Act. For any fixed-wiring work (new circuits, DB changes, RCCB additions, rewiring), the LEW endorsement and CoC is the legal standard.

How long does a Periodic Electrical Inspection take?

A typical HDB or condo PEI takes 2–3 hours on site, depending on the size of the installation and the number of circuits. A commercial premises with multiple DBs takes half a day to a full day. The written report is issued within 1–2 working days of the site visit.

Do I need a PEI for HDB resale?

It is not strictly mandatory, but it is strongly recommended — and often required by the buyer’s bank, lawyer, or HDB branch. A recent PEI with a clean report makes the resale faster and removes a common cause of delay or price negotiation.

How often should I get a PEI?

For residential: every 5 years for an HDB flat, every 5–7 years for a condo, every 7–10 years for a landed house (more often for older installations). For commercial: typically annually, or per the insurer’s or MCST’s requirement. For any installation after a major electrical event: as soon as possible.

What happens if the PEI finds problems?
